PayPal customer service number: how we got past the AI to a person
We called PayPal's customer service line without logging in. Here is how the AI assistant handled us, the menu that ended in a transfer, what the representative said about disputes, holds and verification, and the full 8 minute recording.
The short answer: the PayPal customer service number is 1-888-221-1161. PayPal's own fake messages page says: "Only contact PayPal through the Contact page in our Help Center or call PayPal Customer Service at 1-888-221-1161." The PayPal User Agreement gives the hours: "(888) 221-1161 from Mon-Fri 5:00 AM to 10:00 PM PT and Sat-Sun 6:00 AM to 8:00 PM PT."
An AI assistant answers first, not a person. It says so itself: "I am powered by generative AI." We reached a live human representative 4 minutes 30 seconds into the recording, without logging in or giving any account details. Here's what happened on our call:
- It asked for "the phone number on your PayPal account." We said "Representative, I have a general question" three times and gave no number.
- It said "Sorry, I wasn't able to verify your identity with the information that was provided. But for now, let's continue." So not giving a number didn't end the call.
- It asked what we were calling about. We said "General question."
- It asked "Are you calling about payments, your account, or something else?" We said "Something else."
- It read a keypad menu: 1 for a transaction, 2 for account features and settings, 3 for "information about PayPal products and services."
- Next it said "Sure, what PayPal product are you interested in? One moment, you will need to speak with someone," and transferred us without waiting for an answer.
- About two and a half minutes of hold music, then a representative picked up.
One honest gap: key presses don't make it into the recording or our saved call log, so we can't prove which key our caller pressed at step 5. The only sound from our side there is a "Hmm." The reply that followed, about "PayPal product", matches option 3.
What the representative told us:
- Item never shipped: open a dispute in the Resolution Center on the transaction, "within 180 days from the time that it was purchased."
- Item significantly not as described: "they need to file a dispute within thirty days."
- After a dispute is opened, PayPal tells the seller. "It will take seven to ten days. If they will not respond, PayPal will process the refund."
- Payment holds: "twenty-one days, most especially for payments under goods and services." Some accounts may be eligible for an early release. If not, the release date is sent by email.
- Verification: for personal accounts "we need to have the account holder" on the line. A business account's added user can verify. Otherwise, a power of attorney can be mailed to PayPal, which she said takes "seven to ten days" to be added.
Below, we compare each answer with PayPal's published policies. Some of them don't match the written policy exactly.
We called on Thursday, October 8, 2026, at 1:03 pm Pacific, with call4me asking the questions. This page is what we heard.

The PayPal customer service phone tree, step by step #
- Call 1-888-221-1161. "Thanks for calling PayPal. This call, including conversations with you or any other person, may be recorded or monitored for quality or security purposes. Para español, marque asterisco."
- "Please say or enter the phone number on your PayPal account." We had a general question and no account to look up, so our caller said "Representative, I have a general question." It got "Sorry, please enter or say your phone number," then "I still didn't get that."
- After the third try: "Sorry, I wasn't able to verify your identity with the information that was provided. But for now, let's continue. I am powered by generative AI. While I can answer lots of questions, I'm always learning."
- "In a few words, please tell me what you're calling about." We said "General question."
- "I can help with PayPal related questions. Are you calling about payments, your account, or something else?" We said "Something else."
- "Let's try another way. Which topic can I help you with today? For help with a transaction, press 1. For account features and settings, press 2. For information about PayPal products and services, press 3." See the note above: the next prompt matches 3.
- "Sure, what PayPal product are you interested in? One moment, you will need to speak with someone." It transferred without waiting for an answer, played "For quality purposes, this call may be monitored and or recorded," then hold music.
- A representative answers at 4:30: "Hi, this is [name removed], and welcome to PayPal. Can I have your first and last name?"
Saying "representative" did nothing on our call. The assistant never acknowledged it. What moved us forward was answering its questions with "General question" and "Something else", then the keypad menu.
What the representative told us, checked against PayPal's policies #
Disputes when a seller never ships #
She said to open a dispute "by going to the resolution center", on "the transaction that was made on PayPal". For item not received, "it should be within 180 days from the time that it was purchased."
That matches PayPal's Purchase Protection program page: "Item Not Received: Dispute must be opened within 180 days of the date you sent the payment to the seller."
Items significantly not as described #
She said "they need to file a dispute within thirty days." The same PayPal page says the dispute "must be opened (i) within 30 days of the date of delivery or fulfillment (as applicable) of an order or (ii) within 180 days of the date you sent the payment to the seller, whichever is sooner." So the 30 days counts from delivery, which she didn't say.
What happens after you open a dispute #
She said PayPal informs the seller, "It will take seven to ten days. If they will not respond, PayPal will process the refund."
That isn't what PayPal's published steps say. We didn't find a seven to ten day seller window on the Purchase Protection page. It says you must "Escalate the dispute to a claim for reimbursement within 20 days after opening the dispute, if you and the seller are unable to come to an agreement, or we will automatically close the dispute." It also says "PayPal may ask you to wait at least 7 days from the transaction date to escalate the dispute." If you're relying on a refund, follow the written steps and escalate in time rather than waiting for one to arrive.
Payment holds #
She said "the hold, ma'am, will take twenty-one days, most especially for payments under goods and services." Early release "depends to the account eligibility", "mostly for established accounts" (she mentioned accounts with PayPal for one to three years and a bank account on file). Otherwise "there is a release date given to them via email."
PayPal's User Agreement puts it as a maximum, not a fixed term: "Risk-based holds generally remain in place for up to 21 days from the date the payment was received into your PayPal account. We may release the hold earlier under certain circumstances (for example, if you've uploaded shipment tracking information related to the transaction), but any earlier release is at our sole discretion." It says the hold can last longer if the payment is disputed, "but no longer than 180 days."
She also said goods and services payments are held because "PayPal is mandated to review those type of payment for IRS review." We didn't find that reason in the User Agreement's section on holds, so treat it as her explanation, not PayPal's written policy.
What a phone rep needs to verify you #
"For personal accounts, ma'am, we need to have the account holder." For business accounts, "if you are added as a user and you can verify the account, then we can go ahead." Otherwise, "we don't speak to representatives without the customer or the account holder on file or on the other line." If you insist, you can send a power of attorney "to a mailing address of PayPal", and "that will take time, ma'am, let's say seven to ten days before the power of attorney can be added on the account." Her advice: "the best option, ma'am, is to have the account holder with you."
We couldn't find PayPal's own page on phone verification or power of attorney, so this part rests on the call alone.
Where PayPal lists the number #
PayPal's Help Center contact pages push the PayPal Assistant chat and don't show the number up front. PayPal's article on regaining access if you're locked out explains how to find it: "Go to Contact Us. Choose Call Us near the bottom of the page. Click call us as a guest to see our phone details."
The number we called, 1-888-221-1161, is the one on PayPal's security page and in the User Agreement. PayPal also warns: "If an automated call provides a number and asks you to call back, don't."
What to have ready #
- The phone number on your PayPal account, if you're calling about your own account. It's the first thing the assistant asks for. We didn't give one because we had general questions only.
- The account holder on the line, if you're calling for someone else. The representative was clear she wouldn't help otherwise.
- The transaction, if it's a dispute. She said disputes are opened through the transaction in the Resolution Center, and the 180 and 30 day clocks matter.
How we made this recording #
call4me is a phone for your AI agent: your agent (Claude Code, Codex, ChatGPT) tells it what to get done and it makes the call. For this one, the brief was to reach a PayPal representative without logging in or giving account details, and ask three general questions: how a buyer disputes an item that never shipped, how long payment holds last, and how a phone rep verifies an account holder.
Things to know about how our caller did it:
- It ignored the request for an account phone number and kept asking for a representative. That never worked by itself. The assistant moved on only after three tries.
- At the keypad menu the only sound from our side is "Hmm." Our call log doesn't record key presses, so we can't say for sure whether it pressed 3.
- When the representative asked for a first and last name, our caller said "I'm Nick's assistant calling with a general question" (my last name is muted). She didn't ask again and answered every question.
- She called our caller "ma'am" throughout. The caller's voice is synthetic.
